FY 09 MPOA DRAFT BUDGET

SAVE THE DATE Thursday November 8th, 2007, 7 PM, MPOA Building. The DRAFT BUDGET for FY 09 will be presented to INTERESTED homeowners. As I indicated before; the budget will continue to increase at a minimum to reflect the inflation COLA figures already contracted for. IF the Board of Directors approves increases in services; that will also impact the budget. At the current time the major request for new funding will come from a long range landscape plan that I fully support. Several years ago we paid for a professional plan to landscape the entire community. This plan would be implemented in stages over a long period (10 to 20 years) and then should only need to fund replacing landscape that is damaged or has outlived the useful life. If you have additional questions about how this MAY impact the FY 09 budget please plan to attend the meeting Nov 8. Any long-range plan to replace the Brandford pear trees? Several have some pretty bad damage from weather. They do look nice, but they don't hold up very well in bad weather.

Dave, If you will contact the Landscape Committee Chair I am sure she can update you on the committees long range plans to deal with the Bradford Pear situation. The Budget Committee will be getting involved with funding of current FY 09 requests from the landscpe committee. As far as the budget committee can see it does NOT involve removing those trees during that 12 month cycle. To the best of my knowledge MPOA has been removing Bradford Pear trees as they are damaged too bad to repair and have NOT been replacing them with more Bradford Pear trees. As best as I can tell the Long Range Landscape plan calls for landscaping the areas currently occupied by Bradfor Pear trees with other landscape materials like perenials, shrubs and trees other than Bradford Pears. The landscape work can only proceed as fast as funding is made available. I would encourage you to contact your BOD rep and let them know you would like to see funding made available to remove damaged Bradford Pear trees. I assume you would also be requesting expedited funding to replace them with the landscape material called for in the long range plans for those areas where trees are removed. Terry

Terry was correct when he described the Landscape and Facility Management Committee's ideas for the medians with the pear trees. As we either loose trees due to natural causes, or choose to remove those that have seen better days, we hope to fill in the blank space with diverse plantings of trees, shrubs, ground cover, and perennials. Our plan has ideas for how to accomplish our landscaping goals through out the community. I am hoping that we will have an opportunity to present our ideas to the Board at the next meeting.

It seems like Montclair suffers from the same thing as the rest of the world. We are populated by three types of people. Those who make it happen (all too few). Those who watch it happen (their numbers appear to be decreasing all the time) and those who wonder what happened!!! If you read this and are in the first group please accept my sincere appreciation for you efforts which are all too often NOT given the accolades they deserve. If you are in the second group I want to encourage you to donate just a few hours a year to MAKE SOMETHING HAPPEN that you feel strongly about. Please contact any of the MAKE IT HAPPEN people to find out how you can get involved. If you are in the third group I doubt you are even going to bother to read this. Terry

Thanks to the 5 homeowners who attended the DRAFT BUDGET FY 09 presentation. It will now be presented to the board on Wednesday Nov 14th. They will have until Dec 5th to pass any needed resolution to increase services. They plan a workshop Sat Nov 17th. 9 to noon. If you want to get involved plan to attend. It seems you lament the lack of owners that show up to participate. Unfortunately, not all of us can be at the appointed place at the appointed time. I ask again, why not post the information (in this case the proposed budget) so owners can review it and ask questions as their time permits, rather than simply bemoan the lack of participation? Or is it just easier to chastise people than to offer opportunities to participate?

Great timing Brad. Armstrong Connect web site will be the place to look for the latest version of the DRAFT BUDGET for FY 09. I tried to offer multiple opportunites for homeowners to attend open committee meeting, open house presentations, Board of Directors meetings, call or email me personally. Some have done all of the above, a few have done something to get informed. Now my advice is to sign up for Armstrong Connect (if you have not already done so) and to download the latest version of the draft budget and to contact me or your Board rep to discuss any questions you may have.
